29 April 2011

At the meeting of ANSES's Board of Directors held on 27 April 2011, the Director General launched a debate on the impact of recent judgments by the Council of State. These judgments create precedents in deontological ethics and the conducting of expert assessments and their implications need to be analysed.
Reasserting the Agency's values of independence and transparency, the Board of Directors decided to ask its Committee for ethical standards and prevention of conflicts of interest and its Scientific Board to verify the compliance of its internal regulations with these precedents and if necessary to draw up proposals for clarifying and reinforcing the deontological standards and methodological principles of its expertise activities.

ANSES implements scientific and technical expert assessments of a collective multi-disciplinary nature with the support of over twenty expert committees including nearly 800 external experts.
The prevention of conflicts of interest was an essential part of the consultation process which ushered in the creation of ANSES. It lead to the adoption of a Code of deontology for appraisal activities as well as the establishment of an independent Scientific Board and a Committee for ethical standards and prevention of conflicts of interest.
The Board decided to ask ANSES's Committee for ethical standards and prevention of conflicts of interest and its Scientific Board to examine the current measures regarding deontological ethics and methodology as rapidly as possible and if necessary to draw up proposals to clarify and reinforce the deontological standards and methodological principles of its expertise activities.
