Assessing the safety of materials and articles used in permanent facilities for the production, treatment and distribution of water intended for human consumption

Thematic Working Group

 
The Working Group (WG) on "Assessing the safety of materials and articles used in permanent facilities for the production, treatment and distribution of water intended for human consumption" reports to the Expert Committee (CES) on "Water".

The missions of this working group are to:

  • Respond to formal requests relating to products in contact with drinking water (PDW), in particular by:

-  formulating or revising guidelines for assessing the safety of different categories of PDW: organic materials (plastics, elastomers, epoxy resins, etc.), metallic materials (metal coatings, alloys, solders, etc.), mineral materials (enamels, ceramics, glass, etc.), hydraulic binders (concretes, mortars) and "assembled products" or "accessories" (sanitary fittings, meters, pumps, etc.),

-  assessing applications to register new materials (metallic materials or hydraulic binders) in Annexes I and II of the Decree of 29 May 1997 as amended, concerning the conditions for the use of materials and articles coming into contact with water intended for human consumption,

-  assessing authorisation application dossiers for bituminous coatings (see DGS Circular/VS4 No. 99/217 of 12 April 1999 relating to organic materials and articles),

-  assessing applications to register new substances on the positive reference lists for organic materials,

-   etc.

  • Provide scientific and technical support, particularly in emergency situations, for cooperation work in the regulatory field relating to PDW between the Four Member States of the European Union (work by the "4MS" Group): France (Ministère de la santé), Germany (Bundesministerium für Gesunddheit), the Netherlands (Ministerie van Infrastructuur en Milieu) and the United Kingdom (Department for Environment, Food and Rural Affairs):

-  prior to 4MS Group meetings, in order to define the French position to be taken within the working group on the different agenda questions,

-  on the drafting of 4MS Group reports on the common approach to be adopted for assessing materials,

-  on the drawing up of common positive lists of authorised substances for organic materials,

-  on the drawing up of lists of authorised materials and metal alloys,

-  etc.
