The Ministry of Ecology, Sustainable Development, Transport and Housing, and ANSES are launching an online service for submitting applications for the marketing of biocidal products

Biocidal products are preparations containing one or more active substances intended to destroy or repel pests, or render them harmless (household insecticides, alcohol-based gels, water disinfection products, etc.). Due to their toxicity, these chemicals are regulated by a European directive. The only biocides authorised for sale are those that have proven their effectiveness, and their harmlessness for human health and the environment.

To ensure a high level of protection for humans, animals and the environment, Directive 98/8/EC of 16 February 1998 harmonised the regulations of the Member States of the European Union and restricted the marketing of biocides by subjecting them to prior marketing authorisation (MA). This authorisation is issued by the Ministry of the Environment following an assessment conducted by the French Agency for Food, Environmental and Occupational Health & Safety (ANSES). The number of MA applications for products containing these substances is expected to increase significantly as of 2011.

The required assessment is based on an application submitted by the company wishing to market a product. Exchanges of information between the applicant and ANSES are then essential. To optimise the processing of this large volume of information, and to simplify and streamline communication between professionals and the administration, the Ministry of the Environment and ANSES are today launching a new online service, called SIMMBAD:

SIMMBAD(1) enables companies to submit an MA application for a biocidal product via the Internet through a totally electronic procedure. SIMMBAD also enables professionals to monitor in real-time the various stages of examination and validation of their MA application, and is therefore a key platform for dialogue with the administration.

Data transmitted via SIMMBAD are totally secure owing to the use of electronic certificates issued by organisations accredited by the French Ministry for the Economy.

SIMMBAD will be deployed gradually: the first release now being placed online will allow the most common type of application to be submitted. Other features will be available in mid-2011.

SIMMBAD will also give the general public full and unrestricted outline information on MAs granted as well as the list of registered products.
