The MSA and ANSES have signed a framework agreement to strengthen their partnership

On 27 February 2013, during the Paris International Agricultural Show, Michel Brault, Director General of the French Central Fund for the Agricultural Mutual Insurance Scheme (CCMSA), and Marc Mortureux, Director General of ANSES, signed a framework agreement designed to enhance the existing partnership between the two institutions.
ANSES and the CCMSA wish to cooperate by pooling their scientific and technical data and the results of their studies and research, in order to better address the health and safety issues related to the agricultural sector and to participate in the drafting and implementation of policies to improve the health of the farming population.
Under the terms of this framework agreement, ANSES and the CCMSA will work together on several subjects among which are:
- improving knowledge of occupational exposure, its distribution and development,
- cooperating on setting up information systems and portals,
- reinforcing the prevention of risks to human health,
- undertaking specific surveys or studies,
- participating in commissions, scientific committees or specific workgroups set up by the other party.
The mission of the French Agency for Food, Environmental and Occupational Health & Safety (ANSES) is to contribute to health and safety with respect to food, the environment and professional activities and to assess any potential associated health risks. For this purpose it undertakes or commissions the necessary expert appraisals, analyses or studies, with the help of public services and institutions and any other competent bodies. To this end it organises a network that enables it to coordinate the health risk assessment work carried out by these bodies in its specific areas of competence. In addition, it maintains a science watch within its fields of expertise and defines, implements, supports and funds scientific and technical research programmes.
The French Agricultural Mutual Insurance Scheme (MSA), which administers an obligatory social protection scheme for the farming sector, is responsible, among other missions, for paying benefits in cash or in kind to those entitled. As a health insurance fund, it collects information on the consumption of medical products and services (medicines, medical equipment, etc.) and on long-term ailments or illnesses. Another of the MSA’s missions is to protect the health of those working in agriculture by taking initiatives to avoid the onset, the development or the aggravation of diseases or other disorders. This mission is part of the national policy for occupational health, occupational risk prevention, preventive medicine and public health in general.
In order to fulfil this mission, the MSA can facilitate and participate in research, studies and surveys, especially epidemiological surveys, involving those covered by the agricultural health protection scheme it administers.
