Monitoring and learning about infectious diseases of horses in order to improve welfare and performance

Monitoring and detection of numerous equine infectious diseases is a mandatory step before they can be allowed to compete and breed. ANSES is the reference laboratory for equine diseases at both national and European level. It is also an international reference laboratory for two diseases affecting horses: dourine and glanders.

Avian influenza is a highly contagious viral infection occurring in wild and domestic birds. Wild bird migration periods and movements have an impact on the level of risk of influenza virus transmission from wildlife to poultry farms. Liable to cause extremely high animal mortality and therefore major economic losses, some avian influenza viruses can be transmitted to humans under certain conditions. Here we present the profile of a highly contagious disease and describe the work of ANSES, a key player in preventing the spread of high-pathogenicity avian influenza viruses.

Antimicrobial resistance is a major international human and animal health issue, because the emergence and spread of drug-resistant strains of bacteria call into question the efficacy of these treatments in humans and animals alike. Preserving the effectiveness of antibiotics is therefore a genuine public health challenge requiring an integrated approach across all types of medicine, according to the "One Health" concept covering both humans and animals. ANSES has mobilised significant resources to address the topic of antibiotic resistance. Through all its research, reference, surveillance and risk assessment activities, the Agency contributes to a greater understanding of the risks associated with antimicrobial resistance related to farming, food and the environment and, therefore, ultimately the risks to human health.

Since 1982, this unique scheme has been monitoring changes in antimicrobial resistance in all animal species in France. Run by two ANSES laboratories (Lyon and Ploufragan-Plouzané), it coordinates the work of more than 70 departmental laboratories in determining resistance to antimicrobials.

The "One Health" concept was first put forward in the early 2000s, with growing awareness of the close links between human health, animal health and the overall state of the environment. It aims to promote a multidisciplinary, global approach to health issues. ANSES's work is fully in line with the One Health concept, and the Agency is coordinating several projects based on it.

Swine flu is a viral respiratory disease frequently occurring on French pig farms. It is usually benign but can be exacerbated or recur within a farm, generating major health problems and economic losses. These viruses have zoonotic potential (they can be transmitted to humans). The Agency’s activities dealing with these viruses are broken down into several levels of action and expertise – reference work, epidemiological surveillance, and research – providing input for expert appraisals.

Neonicotinoids are a class of insecticidal substances. The use of neonicotinoid products in agriculture has raised concerns in many countries, primarily because of their effects on pollinating insects. New scientific evidence has led the European Union to progressively restrict the uses of these substances. There are currently two active substances in the neonicotinoid class approved for plant protection purposes at European level. In France, the use of neonicotinoid products has been prohibited in agriculture since 2018. ANSES has conducted extensive work to assess the effects of these substances on bees and has been particularly active in strengthening the requirements for marketing authorisations.

Working at the interface between human and animal health, in the spirit of "One Health", ANSES's laboratories help provide effective, rapid responses to issues of applied research that can be implemented immediately. As an example, since the start of the COVID-19 pandemic, ANSES has been deploying its research teams, its expert knowledge of zoonoses and animal coronaviruses and its network of laboratories to improve knowledge on SARS-CoV-2 and respond to questions that have arisen from this crisis. The emergence in China in late 2019 of a new coronavirus disease, COVID-19, and its rapid spread around the world have led researchers and health authorities to take prompt and widespread action to better understand the virus involved and how we can protect ourselves from it. It soon emerged that this virus, named SARS-CoV-2, is transmitted from person to person. In France, ANSES was asked to review the available scientific knowledge and assess the possibility of COVID-19 being transmitted via domestic animals or contaminated food. ANSES published its report on 11 March 2020. On the basis of the scientific knowledge available at the time, it concluded that there was no evidence that pets or farmed animals played any role in the spread of the disease. Furthermore, there is nothing to suggest that consumption of contaminated food can lead to infection via the digestive tract.
